In a world full of pirates, it’s not easy to grab the attention of the authorities, and only those who commit the most heinous crimes are put in the spotlight. Depending on their actions, the World Government assigns them bounties. Normally, the organization hands out bounties without any bias, but sometimes it manipulates information. So far, fans have seen many high bounties, but none of them compare to that of the most legendary pirate in One Piece, Rocks D. Xebec.

Rocks Was An Infamous Pirate
In the last few chapters of the manga, Oda has shifted his attention to Rocks D. Xebec, who was the leader of the Rocks Pirates. Oda revealed that Rocks infiltrated Marijoa in the past and kidnapped several kings who were participating in the Reverie. If that wasn’t enough, Rocks also attacked a Marine Admiral and gave him serious wounds. Despite the best efforts of the medical team, the Admiral couldn’t survive and ultimately succumbed to his injuries.
Furthermore, Rocks entered the Chamber of Flowers, a place that Imu often frequents. Upon reaching the Chamber of Flowers, Rocks met Imu and warned them that he would return in the future. Obviously, this incident was not made public, but it would have certainly affected his bounty.
Rocks Was The World Government’s Biggest Enemy
After leaving Marijoa, Rocks began recruiting crewmates by winning Davy Black fights. Upon gaining new allies, Rocks finally began working towards his goal. At the moment, it’s unclear what Rocks wanted, but it couldn’t have been something that favored the World Government. This would have further increased his bounty, and it’s safe to say that it was likely at a record high.
It may feel contradictory to Sengoku’s statement, which said Roger and Whitebeard had the highest bounties. However, it’s likely a case of Oda hiding Rocks’ bounty because he wants to shock the readers. He has done it many times, so it wouldn’t be surprising if he did it again. In order for Rocks’ bounty to be the highest in One Piece history, it would need to be over 5,564,000,000 berries (Roger’s bounty). It’s likely that Rocks had a bounty of at least 6 billion berries, as he was superior to Roger in terms of strength.

Rocks D. Xebec was not an ordinary pirate by any means. He had monstrous strength with which he subdued some of the best fighters in One Piece history. First and foremost, Rocks’ Haki was a problem for any individual. When he clashed with Harald, there was a massive shockwave that wiped out everything within a five-kilometer radius.
It is unconfirmed whether Rocks had a Devil Fruit, but it’s likely that he had one. Lastly, Rocks was an expert swordsman. His swordsmanship was of the highest level, and it is said that his sword attacks were comparable to a giant hammer or a cannonball. Rocks likely used his swordsmanship to destroy the Gates of Justice, a feat that would be impossible for most One Piece characters.
The biggest piece of evidence that confirms Rocks as the most powerful pirate of his era is the God Valley Incident. When Rocks went to God Valley, he was taken down by a team of Gol D. Roger and Monkey D. Garp, two of the strongest characters in One Piece. They couldn’t beat Rocks in a 1v1, which is why they had to team up. It would be remiss not to mention that Garp was mainly interested in catching Roger, so for him to change his mind and team up with his rival is a big deal, and it further proves that Rocks was above them.
Since the flashback is still ongoing, fans can expect to learn new details about Rocks D. Xebec. It is also possible that Oda will finally reveal what exactly happened on God Valley and who fought whom. The author might also disclose some interesting facts about other One Piece characters, like Blackbeard, Shanks, and Harald.
