Yami Yami No Mi
Endless Darkness

The Yami Yami no Mi is a special kind of Logia, considered to be the most “evil” Devil Fruit power. It can manifest a vortex of darkness into which things are inserted, damaged, and then expelled. It can wholly nullify virtually any Devil Fruit power, as long as the user is in physical contact with the affected individual. Typically, this darkness appears as a cloud of black smoke that seeps from the user.
Even prior to his consumption of the terrifying Gura Gura no Mi, this power helped distinguish Marshall D. Teach, allowing him to ascend from a lesser-known (albeit deeply experienced) pirate into a Shichibukai. Teach once notably used this Devil Fruit power to absorb an entire town and carry it with him for an extended period of time. When the town was finally expelled, it was in shambles, but not entirely demolished.

Kage Kage No Mi
Throwing Shade

The Kage Kage no Mi is a Devil Fruit that allows its user to manipulate the shadows of living beings. This has several implications that may not be immediately apparent. The user can turn their own shadow into a combatant in their place, steal the shadows of others to enhance their own power, and ultimately, place these shadows into corpses to create zombies. Perhaps the most terrifying aspect of this ability is the side effects suffered by shadowless victims.
Shadowless people slip into comas that, when uninterrupted, last for 48 hours. When exposed to sunlight, victims can suffer death by vaporization. This means that they must live in darkness as long as they are separated from their shadow. There are various methods for returning shadows to their original owners, but most are generally impractical beyond returning one shadow at a time (such as salt purification or destroying a zombie’s body).

Even with less than ideal combat skills, Gecko Moria is still a terrifying opponent, as his ability to cut the shadows out of most individuals means anyone could suffer death if he simply wished to kill them. He notably stole the shadows of marines who he was technically aligned with during the Summit War, which led to them vaporizing amidst the carnage.

Ope Ope No Mi

The Ope Ope no Mi is a Devil Fruit that can be used for surgical purposes, with its signature ability being the Perennial Youth Operation, which allows the user to grant eternal youth to another person at the cost of their own life. A lot of its more terrifying abilities tend to revolve around this surgical angle. The ROOM, as its current user Law describes it, is a spherical area where they can essentially manipulate the bodies of various individuals and objects caught within the sphere and swap them around with one another. They can effectively slice and re-attach individuals in a way that does not hurt the victims as it occurs.
This has implications that one may not immediately consider, such as the ability to swap the personalities of individuals, as Law did with several people on Punk Hazard. This can also be utilized to non-fatally remove essential organs such as the heart from an individual’s body. A disembodied heart can be an effective bargaining chip, as the user can threaten to crush it, effectively killing its owner remotely. Law notably sent 100 hearts to the World Government in exchange for Shichibukai status.
More recently, Law awakened the Ope Ope no Mi, allowing him to be far less selective in where exactly his ROOM is concentrated. This means he can remotely play with the hearts of others, because rather than just revolving around him, ROOMs can be deployed around other objects or even people.

Soru Soru No Mi
Soul Sucking

The Soru Soru no Mi is functionally similar to the Kage Kage no Mi, only with far worse implications. Rather than operating off of shadows, the Soru Soru no Mi allows for the theft of the user’s lifespan, otherwise known as their soul. This can be used to kill victims immediately. The soul can be transferred into other objects or animals, which become creatures known as Homies. In practice, Homies can be as innocuous as living food or as terrifying as a sentient sword, sun, or thundercloud. The user can put their own soul into Homies, making them especially powerful.

One Piece is home to array of ridiculously powerful pirate fleets. Out of them all, however, these are the strongest of the bunch.
There are some limitations to this power. For one, it cannot be used to revive corpses or to enhance the abilities of other living human beings. Verbal commands involving soul transfer or commanding Homies must be audible to those involved; otherwise, such actions will not take place. As living beings themselves, Homies are susceptible to pain, fear, and death, with enough of at least one of the former two resulting in the latter. Perhaps the biggest weakness of the Soru Soru no Mi is that it cannot be used against a fearless individual. Jinbe, Law, and Kid are three examples of people with strong enough wills to refuse any attempt at soul theft.
That said, Charlotte Linlin, even without her Devil Fruit powers, is a generally reputable individual when it comes to causing fear. As a mere child, she was considered a scourge of Elbaf when a fasting ritual led to her inadvertently killing the veteran giant pirate captain, Jorul. After obtaining the Devil Fruit, likely by consuming its previous user, Carmel, Linlin demonstrated some immediate skill in its usage. In a slightly more mundane application, portions of souls are a sort of currency for her in Totto Land, where residents must pay them to her in order to keep living on the island. Emigration from Totto Land is notably not permitted.

Ryu Ryu No Mi, Model: Kirin
Stuff Of Nightmares

The Ryu Ryu no Mi, Model: Kirin allows its user to transform into a Kirin, a chimerical being from Japanese Mythology (itself often considered a counterpart to the Qilin from Chinese Mythology) with deer-like hooves, a singular horn, a dragon’s head, as well as a flaming body. As “Kirin” can also mean giraffe in Japanese, this iteration of the being has a fairly long neck.
Two particularly terrifying elements of this Devil Fruit power stand out. One is the ability to force people to sleep. As unconsciousness is a naturally vulnerable state, this can have many negative consequences, but the most notable is the secondary application of the ability. The user can go into the dreams of individuals and physically manifest aspects of them. This does not necessarily need to be negative, as things like delicious food and happy memories can filter out through this process as well.
That said, it can absolutely also be used to draw from the nightmares of sleeping victims. This can create nightmare-based monsters called MMA, which can attack their victims while also being derivatives of their worst fears. Rimoshifu Killingham, the Model: Kirin’s current user, is using MMA as part of God’s Knights’ efforts to wage war on Elbaf. He claims that since MMA are derived from children’s nightmares, and they have no concept of death, they are effectively capable of being reborn. Since Killingham has yet to be beaten outright in the narrative, his exact weaknesses, as well as those of the Devil Fruit, remain a mystery.
