Devil Fruit powers in One Piece are abilities gained by consuming strangely shaped “Devil Fruits” that remove their user’s ability to swim. Ironically, they are commonly consumed by pirate crews, especially ones that are usually in opposition to the Straw Hat Pirates. The likely reason for the high density of Devil Fruit powers is tied to the benefits the abilities themselves contain.
Whereas some crews seem to eschew Devil Fruits in their entirety, others often have not just a few, but the majority of their integral members in possession of Devil Fruit powers. These pirate crews have the most Devil Fruit powers in the series between them.
Most of the crews listed have fallen out of favor to some extent, leading the current number of Devil Fruit users within them to not necessarily reflect the numbers listed.

Baroque Works
10 Devil Fruit Users
- Devil Fruit Type Ratio: 7 Paramecia, 2 Zoan, 1 Logia
Baroque Works was an organized crime syndicate founded by Crocodile. Crocodile created the organization in an attempt to take over Alabasta. The organization was also one of the most Devil Fruit-heavy in the series. That said, known Devil Fruit users were concentrated exclusively in the Officer Agent rank and above. Baroque Works had a co-ed pairing system, where male and female members were partnered based on complementary abilities. In most instances, this appears to tie into Devil Fruit powers, which were tied into the individual abilities of most users. As an example, Daz Bonez (Mr. 1) and Zala (Miss Doublefinger) were both brawlers, whose respective Devil Fruit powers made them extremely difficult to fight in close combat.
Crocodile (Mr. 0) had a rare Logia type ability, the Suna Suna no Mi, which allowed him to create, become, and control a specific element, in his case, sand. This proved to make it extremely hard for Luffy to defeat him, as he could transform into sand to dodge most attacks. That said, he had a weakness to liquid, leading to Luffy’s own blood, drawn from their previous matches, being instrumental in defeating him. Also present were Zoan type abilities, which allowed their users to become animals. Drophy (Miss Merry Christmas) and Lassoo (a sentient bazooka) could transform into a mole and a dachshund respectively. Lassoo was the first documented example in the series of an inanimate object who “ate” a Zoan Devil Fruit to gain sentience. Most other Devil Fruit users had the powers of a Paramecia, a blanket category for any non-Zoan or Logia abilities and, consequentially, the most common type of ability.
Lassoo’s owner, Babe (Mr. 4) and Marianne (Miss Goldenweek) were the two Officer Agents who had not eaten Devil Fruits. Babe instead derived his powers from a combination of his physical strength and Lassoo’s abilities. Marianne used her painting skills to hypnotize her opponents with the Colors Trap, and function as support for Galdino (Mr. 3).

Blackbeard Pirates
12 Devil Fruit Users (But 13 Devil Fruit Powers)

Since achieving prominence, the Blackbeard Pirates have been on a campaign to gain coveted Devil Fruit powers by way of murdering their previous owners and then stealing them through a presently unknown method. The campaign appears to have been a success, as all members of the crew’s Ten Titanic Captains now appear to have powers. For reasons currently unclear, Marshall D. Teach is the only known Devil Fruit user thus far to be able to consume two Devil Fruits. It has been mentioned that, under normal circumstances, this is fatal. Nonetheless, Teach has the powers of both a Logia (the Yami Yami no Mi), which grants him the ability to create and control darkness, and a Paramecia (the Gura Gura no Mi), which allows him to create tremors, the latter of which he stole from his former captain, Edward “Whitebeard” Newgate, after killing him.
Also notable is the presence of Mythical Zoans, a Zoan variant that specifically allows its user to transform into a mythological being. Catarina Devon’s Inu Inu no Mi, Model: Kyubi no Kitsune, allows her to transform into a nine-tailed fox, also allowing the user to disguise themselves as others. Stronger (Doc Q’s horse) has the Uma Uma no Mi, Model: Pegasus, permitting him to transform into a pegasus, but as he is already a horse, this mainly just grants him wings.
Not every user’s Devil Fruit was secured by the murder campaign, as members such as Kuzan and Sanjuan Wolf had their own Devil Fruits prior to its occurrence. Additionally, Laffitte has had what appears to be a Devil Fruit power since his time in the crew, which was long before they began targeting other users for their powers. It is unclear if any members below the rank of captain have Devil Fruit powers, which is due, at least in part, to their limited exposure in the narrative.

Donquixote Pirates
17 Devil Fruit Users

The Donquixote Pirates are the eponymous crew of one Donquixote Doflamingo, a bitter ex-Celestial Dragon seeking to regain power. He himself was first offered his own Devil Fruit power, along with a pistol, by an older man who would later become his confidante under the code name, Trebol. This power, the Ito Ito no Mi, permitted him to control threads of string, allowing him to puppeteer others and eventually awaken the ability to transform his surroundings into string as well.
Perhaps the most terrifying Devil Fruit power in the crew is the Hobi Hobi no Mi. This Devil Fruit was eaten by Sugar, one of Doflamingo’s long-time subordinates. The Hobi Hobi no Mi allowed her to transform humans into toy automatons, binding them into contracts reminiscent of Isaac Asimov’s Three Laws of Robotics. It also has other strange side effects, including erasing everyone’s memories of the people who became toys and halting the user’s aging process. This ability was a linchpin for the crew’s dominance, as it allowed them to engage in a level of undocumented slave labor and maintain control over Dressrosa much more effectively. However, this was undone by Usopp, who knocked Sugar out, resulting in toys becoming human again.

Big Mom Pirates

The Big Mom Pirates are a crew founded by Charlotte Linlin. She has numerous children, a handful of whom tend to have leadership positions within the crew. Big Mom’s own power, the Soru Soru no Mi, has a number of applications tied to manipulating lifespans. She is able to steal lifespans from those frightened of her and add them to inanimate objects, turning them into sentient “homies” who make up a number of her own subordinates. She is also able to infuse certain objects with her own soul, turning them into especially powerful homies.
Most Devil Fruit powers in the crew are at least somewhat culinary in nature, often focusing on either dishes, ingredients, or methods of cooking. Examples include Katakuri’s mochi powers, Smoothie’s juicing powers, and Cracker’s biscuit powers. Linlin’s first known crewmate, Streusen, has the ability to turn any object into food with his Devil Fruit power. That said, food created by this power is said to have a poor taste, a trait reflected by Devil Fruits themselves. Ironically, Streusen himself is said to be a great chef.

Beasts Pirates
Over 500 Devil Fruit Users

The Beasts Pirates were a crew founded by Kaido, a One Piece villain who had ambitions of an all-Zoan pirate crew. As there are fewer than 60 known Zoan Devil Fruits and over 20,000 Beasts Pirates, it is safe to say he failed this goal. Nonetheless, there were active efforts to attempt to remedy the issue. He became a business partner of Donquixote Doflamingo, who gave him SMILEs, which were artificial Zoan Devil Fruits. When successful, these allowed their users to gain animal-like traits, falling short of the actual Zoan’s ability, but still granting them a level of power. When unsuccessful, they deprived their users of the ability to express negative emotions, which became the reasoning behind their moniker. This led to the lower rungs of the crew being split into three categories: Gifters (consumers of the 10% of successful SMILEs), Pleasures (consumers of the 90% of failed SMILEs), and Waiters (those who had not consumed SMILEs). The destruction of the SMILE factory, however, means that no more SMILEs are in production.
Aside from SMILEs, the most commonly represented Zoan variant was Ancient Zoans, which allowed their users to become prehistoric animals. Every known Ancient Zoan user has been a member of the Beasts Pirates, having a rank of Tobiroppo or All-Star, the two highest roles below Kaido. At least 8 of the 9 currently known were said to have been collected by Hanafuda, a Shichibukai aligned with Kaido prior to his death. Hanafuda’s two children, Page One and Ulti, were among the Tobiroppo and could transform into a Spinosaurus and Pachycephalosaurus respectively. Ancient Zoans were not strictly dinosaurs, as the crew also included members such as Jack, who could transform into a mammoth, Who’s-who, who could transform into a sabertooth tiger, and Black Maria, who could transform into a rosamygale grauvogeli (extinct ancient spider).
Kaido, the crew’s leader, could transform into the fabled Azure Dragon, a legendary dragon notable for its presence in various incarnations of eastern mythology. Kaido’s estranged son, Yamato, who later left the crew, also consumed a Mythical Zoan, which allowed him to become an Okuchi no Magami, a deified take on the extinct Japanese wolf, which was heavily worshiped in Japan. Beyond the wolf transformation, Yamato also has ice powers that he can tap into while using this form.
