Monkey D. Luffy is the main protagonist of One Piece. At the beginning, he was very weak and had little control over his Devil Fruit. But with time, Luffy has evolved by pushing the limits. Currently, he has access to all three Haki types along with their advanced versions.
Luffy has nearly mastered the use of his Devil Fruit as well. Despite having so many powerful abilities, there are still some characters that Luffy has yet to supplant.

Rocks D. Xebec
Rocks Was The Greatest Pirate Of His Era

Rocks D. Xebec was the leader of the infamous Rocks Pirates. He founded the crew with the sole purpose of taking over the world and removing Imu from power. The crew was filled with extremely strong characters, and they would have never cooperated if Rocks wasn’t superior to them in terms of strength.
For the majority of the story, Rocks’s true strength was unknown, but the latest flashback pretty much confirmed that he was the strongest pirate of his era. That’s right, Rocks was stronger than Roger, Whitebeard, and Garp. Like all elite fighters, Rocks had access to three types of Haki. He combined his overwhelming Haki with swordsmanship to give rise to a destructive fighting style. Based on records, Rocks’ sword attacks were comparable to cannonballs in terms of power. Considering the fact that Roger and Garp had to ally together to beat Rocks, it’s quite obvious that the latter was unmatched strength-wise.
Joyboy
Joyboy Was The First Pirate In The World

Joyboy existed long before the current timeline, and he was the first pirate to openly rebel against the World Government. He lived before the Void Century and was the previous owner of the Hito Hito no Mi, Model: Nika. It’s likely that Joyboy had learned to use the Devil Fruit completely, which is why he was able to fight against Imu and their allies.
Joyboy’s Haki has a case of being the strongest in One Piece, especially after Emet used a portion of it in Egghead Island. The giant robot undid a knot containing Joyboy’s Haki, and it caused four of the Five Elders to go back to Marijoa. Even Imu was sweating after sensing Joyboy’s Haki, which further proves that the pirate was not someone to mess with.
Shanks
The Strongest Active Pirate In One Piece

Shanks is the boss of the Red Hair Pirates and one of the Yonko. He was a member of the Roger Pirates and was entrusted with the Straw Hat by his captain. Shanks has been called the “Child of Fate,” which indicates that he’s special. For now, Shanks’ true motivations remain unknown, except for the fact that he desires to claim the One Piece.
When it comes to strength, Shanks is arguably the most powerful pirate alive in One Piece. He can use all three types of Haki as well as the advanced variants. As the story moves forward, fans will get a better idea of what Shanks is capable of.
Gol D. Roger
The Only Pirate To Have Conquered The Grand Line

Gol D. Roger was the captain of the Roger Pirates, the only crew to have successfully conquered the Grand Line. Roger had a powerful crew, which helped him become the Pirate King, but his own strength was no joke.
Roger did not have a Devil Fruit, yet he was able to compete with the likes of Rocks, Whitebeard, Garp, and Shiki. He only relied on Haki in fights and still was unbeatable. Roger’s power impressed his rivals, which is why they all respected him so much.
Whitebeard
Had The Power To Destroy The World

In his younger days, Whitebeard traveled with the Rocks Pirates. It’s unclear what role he had, but most fans assume that he was Rocks’ right-hand man. Following the crew’s disbandment, Whitebeard formed his own crew and rose to the top of the pirating ranks.
Whitebeard has been called many things, including “King of the Seas,” “Strongest Pirate in the World,” etc. A normal human being would never be bestowed with such titles, so it’s quite obvious that Whitebeard was in a league of his own. Even in old age, Whitebeard used the Gura Gura no Mi to destroy half of Marineford and inflict multiple casualties on the Marines.
Kaido
The Strongest Creature In The World

Kaido was the captain of the Beasts Pirates, and he held the title of “world’s strongest creature.” Oda hyped Kaido as the biggest threat to Luffy, and it’s safe to say that the villain was better than all of the hero’s previous opponents. Kaido became a Yonko through brute strength, which is an incredible achievement.
Kaido ate the Uo Uo no Mi, Model: Seiryu, a Mythical Zoan-type Devil Fruit that allowed him to transform into an Azure Dragon. In addition to his Devil Fruit, Kaido’s Haki was also a cut above everyone else’s. While Luffy did beat Kaido in Wano, it would be remiss not to mention that the latter was low on stamina. After all, he fought the Scabbards, Yamato, Zoro, Law, Kid, Killer, and Luffy (several times). Towards the end of his fight with Luffy, Kaido’s flame clouds were also fading away, which further supports the claim. However, Luffy will surpass Kaido once he masters the Gear 5 and doesn’t run out of stamina after every few minutes of usage.
