Scratchmen Apoo
Apoo Was Working For Kaido When He Willingly Joined A Pirate Alliance

On the surface, Apoo may seem like little more than a goofball pirate who simply loves blasting music and getting his groove on, but underneath the surface, he’s actually a highly intelligent individual who was able to trap two of the world’s most prominent pirates. At some point during the timeskip, Apoo made the decision to ally with Kaido and his Beast Pirates, though this isn’t something that he would reveal for a long while to anyone other than his crewmates.
As a result, when Kid and Hawkins arranged for the three of them to create a temporary alliance, Apoo would take it upon himself to relay this information to the ferocious Yonko, leading to the two Supernovas being apprehended. Admittedly, Apoo only worked as a spy for roughly two years and only had to act as his usual silly self to not draw attention, though he still proved to be a useful asset to Kaido, who helped him eliminate any pirates who may one day stand up against his rule.

Bao Huang
One Of The Marys Who Keeps Kaido Informed At All Times

Fans might remember Bao Huang as the mysterious young girl who wears an eye-marked piece of paper around her face during the Wano arc. As the most prominent member of a larger group known only as the Marys, Bao Huang’s role, aside from giving Kaido his daily schedule, was keeping him up to date with the movements of the Pirate, Samurai, and Mink alliance. Thanks to the odd piece of paper, she would be able to speak to Kaido and the higher-ups without even needing to be near them, kind of like a Den Den Mushi.
That being said, though, she’s clearly not much of a fighter and doesn’t have any unique Devil Fruit abilities to give her an advantage over some of the other spies seen in the series. However, that shouldn’t understate how useful she was in allowing Kaido to react to Luffy and the others once they entered the country.

Corazon
Corazon Infiltrated His Own Brother’s Crew To Seek Out Information

Corazon and his brother Doflamingo didn’t exactly have a very happy upbringing. After being abandoned by the World Nobles and almost burned alive by a swarm of villagers, Doflamingo decided to take out his hatred on their father, whom he brutally murdered not long after, which inevitably led Corazon into the hands of the marines as a way to rebel. However, he would then be ordered to infiltrate Doflamingo’s new makeshift family in order to get a clear idea of what they were up to and how much of a threat they posed to the World Government.
Thanks to his Calm Calm Fruit, Corazon was able to obscure his speech by creating a muted sound barrier around him whenever somebody began to get suspicious. While he did eventually pay the price by being killed for his actions, Corazon still did an excellent job at playing the part of the Marine’s loyal spy for as long as he could before being found out.

Kanjuro
Kanjuro Came Close To Completely Ruining The Scabbard’s Attempts To Free Wano

While it’s mentioned very briefly at the beginning of the Wano arc that a traitor had been secretly spilling all the alliance’s information, nobody had any idea who this double agent could truly be. While there were subtle hints here and there that it was actually Kanjuo, such as the bird that can be seen flying away after Momonosuke and the others teleport forward in time, the man himself doesn’t reveal his true intentions until the raid on Onigashima, where he almost single-handedly prevents the entire plan from even kicking off.
It’s honestly kind of staggering just how much Kanjuro managed to achieve while he was working as a spy under Orochi. Not only was he the one who led Drake and the others to the bath house where Nami and Robin were staying, but he also succeeded in sending the Scabbards to the wrong port, and ultimately ended up costing the alliance 200 troops, severely weakening their offensive potential. The aspiring actor played his part well, though he luckily did end up paying for his crimes near the end of the story arc.

Stussy
Nobody Ever Suspected Stussy Was One Of Vegapunk’s Creations

When Stussy first showed up in the Whole Cake Island arc to attend Big Mom’s dinner party, it seemed as though she was simply one of the many influential underground criminals who wouldn’t exactly play a big part in the wider story. Not long after this, though, she then appears alongside Rob Lucci as a member of CP0, forcing fans to question who exactly this character even is, and how she manages to switch between so many groups in such little time.
The shocking truth of Stussy’s backstory wouldn’t be made clear until Egghead Island, where it is revealed by Vegapunk that Stussy is actually a clone of Buckingham Stussy, a former member of the Rocks Pirates. This version of Stussy was able to play along with CP-0 without them suspecting a thing, which is certainly no easy feat considering how intelligent Lucci is as a spy himself. After all, this does make sense considering she was literally created for the sole purpose of relaying data back to Vegapunk, so failure simply isn’t an option.

Vergo
A 15-Year Marine Veteran Who Wasn’t Even Technically A Marine In The First Place

Doflamingo is a pirate who recognizes that knowledge is power, so in order to collect as much information as possible about the Marines, he decided to enlist the help of a spy by the name of Vergo. Over the course of 15 years, Vergo was able to present himself as a loyal Marine who would do anything to defend the World Government and the status quo, even though none of this was entirely true. In fact, Vergo was actually a pirate whose main role was to ensure the Marines didn’t become suspicious about Caesar Clown’s activities on Punk Hazard, considering Caesar was creating artificial Devil Fruits, which generated Doflamingo a ton of cash.
The fact that Vergo was able to keep up this persona for more than a decade is truly impressive and emphasizes just how immensely loyal he was to his master. Just in case he was ever to be found out, though, Vergo is also able to bulk himself up into an unstoppable powerhouse by utilizing his impressive Armament Haki, making him an excellent spy who is always prepared for the worst-case scenario, at least he was, until he came face-to-face with Law.

X Drake
The Supernova Played The Role Of A Pirate For Several Years

Drake makes his debut in the series during the Sabaody arc, where he is introduced as a member of the Worst Generation, an up-and-coming group of dangerous pirates whom the Marines are ordered to keep a close eye on. The truth is, though, while he may play a convincing pirate, Drake isn’t even remotely interested in finding the One Piece for himself, as he is actually a member of the undercover group of Marines known only as SWORD.
As a result, Drake had managed to portray himself as a pirate for several years just so he could get the scoop on what was going on in the world of pirates. During Wano, for example, it was Drake who broke the news that Big Mom and Kaido were making an alliance, which is a vital piece of information for Akainu and the other higher-ups to know about. While this facade came crumbling down once Drake was almost killed by the Beast Pirates, the fact that he managed to maintain it for this long earns him a lot of credit.

Rob Lucci
Lucci Has Been The Marines’ Go-To Spy For Many Years

Lucci has been a loyal lapdog for the Marines long enough to know that being a spy is far from easy, though, as an emotionless soldier who’s always willing to do what is necessary to benefit the Marines, he’s one of the best assassins that they still have. Lucci has proven that he’s more than willing to put his allies in danger if it means getting one step closer to executing his ultimate plan, enabling him to easily figure out what the Straw Hats were up to once they entered Water 7, prompting him to steal away Robin in the process.
Anytime Lucci is confronted, he is able to transform into his immensely powerful Zoan leopard form to shred anyone who stands up to him into small pieces. There have been instances, primarily in the Egghead Island arc, where Lucci’s emotions can get the better of him at times, but for most missions, he’s able to keep his cool and remain completely focused on the mission at hand, becoming the Marines’ go-to individual for snooping on the enemy.
