Destiny: Rising shares a lot of similarities with the mainline series, but its gacha elements set it apart from its predecessors. There are several unique Lightbearers to earn in Destiny: Rising, but some are much more exciting to pull than others.

S-Tier Characters in Destiny: Rising
S-Tier characters are the best of the best, equipped with abilities and weapon types that make them dominant in both PVE and PVP scenarios. These are also some of the hardest characters to get, with Lightbearers like Gwynn being limited-time offerings that cost a ton of Lumia Leaves.
Gwynn‘s Void abilities are exceptionally strong in PVE, and her powers make her hard to deal with in PVP as well. The same goes for Tan-2, who outputs crazy damage on his own while also buffing allies. Tan-2 is also a beast in PVP if you can land shots with scout rifles and snipers.
A-Tier Characters in Destiny: Rising
A-Tier characters are some of the strongest in the game, but they’re not quite as great as S-Tier units. You should be very happy if you’re lucky enough to pull one of these characters, but there may be slightly better options for your preferred game modes.
For a gacha protagonist, Wolf is surprisingly strong, with a solid Solar kit and decent spread of available weapons that fit both PVE and PVP playlists. In a similar vein, Attal is shockingly strong for a 4-star character. Her support abilities will keep your team alive in the toughest PVE scenarios, and her suite of hand cannons and linear fusion rifles make her a threat in PVP.
Jolder is one of the best tank options in the game, with plenty of defensive Void abilities to support your team in both PVE and PVP. If you can maintain her Rage passive, then she’s basically unkillable. Finally, there’s Ning Fei. He’s one of the best Arc characters in Destiny: Rising, and his clones make him a dominant force in all game modes.
B-Tier Characters in Destiny: Rising
B-Tier characters are average with nothing really special to make them stand out. They’re not terrible, but there are better options to choose from.
Xuan Wei specializes in close-range combat, but he’s outclassed by other Arc users like Ning Fei. His PVE performance is acceptable, but his kit isn’t really suited for PVP. Finnala is a very strong choice for a PVE tank, with a taunt and solid crowd control capabilities, but she suffers in PVP unless your team works around her aggressive playstyle. Auto rifles and swords aren’t the greatest weapons to pair together, either.
C-Tier Characters in Destiny: Rising
C-Tier characters are totally fine, but you should really try to add other Lightbearers to your roster to balance things out. The game gives you some of these characters for free, however, so they’re a great way for new players to get a feel for the game before they pull for rarer units.
Ikora is a fan-favorite because of her appearance in the mainline Destiny series, but her kit isn’t great in Destiny: Rising. Her grenade launcher and rocket launcher combo just doesn’t have a lot of utility (especially in PVP), and she needs to be paired with other Lightbearers that have crowd control abilities or similar debuffs to make the most of her explosives.
Kabr also suffers from terrible PVP performance. Barriers and shields are the bulk of Kabr’s kit, and they just won’t do much against skilled PVP players. On the other hand, Kabr is great in PVE, and he’s a solid defensive character that’ll fit into basically any team composition. A lot of players end up rerolling if they pull Kabr early, however.
