Rocks was such a threat to the Government that all information about him was systematically erased.

He was so powerful that even Roger couldn’t defeat him on his own. 56 years ago, during one of the Reveries, Rocks D. Xebec attacked Marijoa and there, managed to kill a Navy Admiral. This was even before the creation of the Rocks Pirates, and at this point, he was most certainly far from his prime years. In the Loki flashback, Rocks arrived on Elbaf in the Underworld, seeking a meeting with King Harald. He is revealed to be an incredibly menacing figure, which just goes to show how much care Oda has put into this character. It was also revealed in his introduction box that Rocks was actually the father of Yonko Blackbeard.
