In the history of One Piece, there has been no pirate crew that has struck fear into the hearts of the world like the infamous Rocks Pirates. Known as the most powerful pirate crew in history that we currently know of, the Rocks Pirates were a ragtag assortment of the most powerful pirates of the era who were only together in order to fulfill their personal goals rather than through any loyalty or special bond that they shared.

At the time of the God Valley Incident, the Rocks Pirates had some of the most powerful characters within their ranks, including Whitebeard, Kaido, and Big Mom, who would all eventually go on to become Emperors of the Sea. However, despite their legendary reputation, the crew did start on a much smaller scale. Miss Buckingham Stussy Was One Of The First Members

Although not a fighter and not even close to the level of strength and notoriety of the other Rocks Pirates, Miss Buckingham Stussy was still one of the very first members of the crew, as is seen in Chapter 1154. She is largely a mystery in the world of One Piece, but what is known is that she claims to be the lover of Whitebeard during their time on this crew, and that her son, Edward Weevil, is actually Whitebeard’s true child. Because of this, she believes herself and Weevil to be the rightful inheritors of his fortune.

In her youth, she was also briefly a part of MADS alongside Vegapunk, Judge, Queen, and Caesar Clown, though she was always regarded as a freeloader who was just in it for the money and never contributed anything. At some point, a clone of her was created which was simply known as Stussy. Stussy was under the employ of Vegapunk and was a master spy, as was seen with her infiltrating CP0. Judging by this, many believe Miss Buckingham was the same.

The Man With The Largest Fleet Ever

• Shiki had the strongest and largest fleet of any pirate.

Shiki was one of the strongest pirates of Roger’s generation, often considered to be one of the former Pirate King’s greatest rivals. He was such a powerhouse that he commanded the largest fleet of the time, which greatly added to his legend as one of the most fearsome pirates to ever sail the seas. Chapter 1154 revealed Shiki as one of Xebec’s oldest and most trusted allies who aided him before the Rocks Pirates were even formed, which showed that he likely held a relatively high position within the crew as well.

Moreover, Shiki is also remembered as one of the strongest pirates of all time. In his prime, he raided Marineford upon hearing that Roger had been captured and was due for execution, something that he refused to believe out of the respect he held for his foe. Here, he singlehandedly took on both Garp and Sengoku, destroying much of the Marine base in the process. After a long and arduous battle against the two legends, he was defeated and was sent to Impel Down’s lowest level, though he eventually became the only person in history to escape the prison alone.

Although this is where he started, Whitebeard would eventually go on to become the greatest pirate in history after Roger. Due to his mastery over the Advanced Forms of all three Haki types and the power of his world-ending Devil Fruit, he became known as the ‘World’s Strongest Man’, which showed just how incredible his strength truly was. Of all the legends of the previous era, Whitebeard perhaps comes the closest to rivaling Rocks D. Xebec.

The strongest pirate crew of all time was formed by the man who many consider to be the greatest rival that Roger ever had. Rocks D. Xebec was said to be so powerful and so unruly of a villain that the World Government felt it was better to erase everything known about him from history, despite one of its greatest Marines, Garp, being directly responsible for his defeat. Chapter 1154 finally gave fans a full look at this character many years before the Rocks Pirates were officially formed.

Just like the others in his crew, Xebec didn’t really seek to create any bonds of friendship with those who sailed with him, only wanting to gather the most powerful individuals in the world so that his dream of ruling the world would be realized. Although he was the captain, he didn’t care much about the happenings of the crew. Most of the details regarding him are scarce, but what is known is that he was so powerful in his early days that he managed to kill an Admiral by himself and could only be defeated decades later through the combined strengths of Roger and Garp.
