How To Get Keldeo Resolute Form In Pokemon GO?
You won’t directly encounter Keldeo Resolute Form at the start of the Tales of Transformation season. Keldeo Resolute Form encounter, as well as other Pokemon GO items like Stardust and XP, are rewards for completing the entire Tales of Transformation season. Since the Tales of Transformation Special Research steps only unlock as the season progresses, while you get a Keldeo encounter at the first step, the later steps may reveal items that might help transform the Keldeo into its Resolute Form.
While there is no official news about how we will get Keldeo Resolute Form in Pokemon GO. The best bet is to look for the rewards in the later steps of the Tales of Transformation Special Research.

Pokemon GO: Can Keldeo Resolute Form Be Shiny?
While the Keldeo Resolute Form debuted during the Tales of Transformation event, the same cannot be said about its Shiny variant. You cannot get a Shiny Keldeo Resolute Form in Pokemon GO currently. It is not yet certain when the Shiny variant will make its debut, but it could be in future events featuring Keldeo.
